In ultimate, don't count guest users to license limit

Starting with GitLab 11, if you're an ultimate subscriber, guest users will be free of charge.

This means we should stop counting them towards the license limit.

Modify the way the number of users are calculated when a GitLab Ultimate license is being used to exclude Guest users.
